Bridging Communities: All You Need to Know About the Training Program for Foreign Resident Support Coordinators

In an increasingly globalized Japan, the role of "Foreign Resident Support Coordinators" (外国人支援コーディネーター) has never been more vital. These professionals act as a crucial bridge between foreign residents and the complex systems of Japanese society.
The Immigration Services Agency (ISA) of Japan has officially opened applications for the FY2026 Training Program for Foreign Resident Support Coordinators. If you are working in support services and looking to elevate your professional skills, this is an opportunity you shouldn’t miss.
What is a Foreign Resident Support Coordinator?
Being a coordinator is more than just providing information; it’s about comprehensive case management. The training program is designed to cultivate four core competencies:
Accurate Knowledge: Understanding the various residency statuses and legal frameworks.
Cultural Empathy: The ability to understand diverse cultures and value systems.
Problem-Solving: Leading foreign residents toward appropriate solutions for complex, multi-layered issues.
Networking: Seamlessly connecting individuals to the right support organizations and administrative services.
2026 Training Schedule and Deadlines
The program is split into two terms for the 2026 fiscal year:
Term 1 (Tokyo):
Application Deadline: Extended to May 11, 2026 (Mon), 5:00 PM.
Venue: Tokyo Women's Plaza.
Term 2 (Osaka):
Application Period: May 1, 2026 – June 15, 2026.
Venue: Osaka Shigaku Kaikan.
Who Can Apply?
The program targets professionals currently working in consultation services for foreign residents at government offices, local municipalities, or commissioned organizations.
Requirements: At least one year of practical experience in foreign resident consultation (within the last 5 years).
Exemptions: If you hold a national qualification such as a Social Worker (社会福祉士), Career Consultant, Certified Public Psychologist, or Mental Health Social Worker, the work experience requirement is waived.
Why Join the Program?
As of March 2026, 162 individuals have already been certified as official coordinators through this initiative. While this is a certification by the ISA and not a national license, it provides a standardized professional framework that is highly regarded in the field of social coexistence. Participants will undergo a curriculum including e-learning, group workshops, and a final certification test.
